Prince Royal (renamed Resolution under the Commonwealth) was orginally rigged with four masts but appears to have definitely had three by the time of the First Dutch War (1652-1654). Thanks Andreas. So the form and content of reporting developed gradually over time. It is first called the 'annual report' of the secretary in 1825 (U.S. Naval History and Heritage site).

U.S. Navy Annual Reports

When did the Secretary of the U.S. Navy first make an annual report to the President and Congress? On the Naval History and Heritage site of the U.S. Navy it appears to be 1821. The title was then Condition and Expenses of the Navy.

Unfortunately Daly is not always reliable. I have found various mistakes, including misleading citations, in his book. It is a pity given his wide-ranging research.

First Battle of Stromboli

Ted Sozaev is asking on the Voyforums website for the composition of the Spanish fleet at the First Battle of Stromboli off Messina on 11 February 1675. Details were posted on that site some time ago. Ted had a copy but lost it due to a problem with his computer.
