I don't know the details, but clearly not lost with the ship. He was court martialed and acquited for the loss on 27 September 1700.

Several sources refer to him being ashore at the time of the explosion, while all those on board perished.

No, there are no unified system. But if basic measurments are known, length of keel and maximum width an approximation can be made which is probably good enough for wargaming.

If detailed dimensions are avaiable then an exact measurement can be obtained.

No!, but that's not the question. If the dimensions are known then tonnage BM can easily be worked out.

The only Stanhope I am aware of is an HEIC ship active between 1714 and 1727. So probably not the same ship given the dates.
