Lieutenant John Sleigh HMS Ramillies

I have an original commissioning document which looks like it refers to a Lieutenant John Sleigh appointed Lieutenant of HMS Ramillies on 20th March 1827 in the eighth year of His Majesty's reign, who would be George IV.

All I can seem to find about John Sleigh is that he was born October 1796, entered service 1st February 1809, was made Lieutenant in 1815.

The other thing that is slightly confusing is that at the bottom of the document it states Seniority which is dated 2nd November 1815. I have to assume this ties in with the date he was made a Lieutenant?

Would anyone be able to provide any further information on John Sleigh?
