I am very interested in any French privateers operated from German harbours 1800-1810

Unless I'm much mistaken, I don't believe there can have been French Privateers from German ports, they were not a part of France unlike the Netherlands. There may have been some from the constituent states that were French allies however, Kingdom of Westphalia, Confederation of the Rhine, Bavaria etc.
OK, it was me, probably!

Sorry, I thought you meant German vessels sailing under a French letter of Marque, not French or Dutch ships in German ports. That's an entirely different thing.

I have not origins of these ships. It looks, that some were local built and eventually local armed ships.

The French authorities (very corrupted) give some licences even to handel with Great Britain.

The problem is difficult and not really researched.

I am guessing here. does the abbreviation "20000 Rthlr" mean 20000 Reichsthaler?

Yes
Reichstaler = Rthlr., Rthl., rthl., Thl.

Note that Altona was Danish.
Harburg belongs to Hannover
Both now are part of Hamburg
