Royal Dockyard records

Is there anywhere I can access, for example, Plymouth Docks records for a certain year to see which Ships were fitted/refitted?

Specifically 1794

You could try looking on the National Archives discovery site http://discovery.nationalarchives.gov.uk/

Journals of the House of Commons, Volume 49 (pages 76-77) has a table showing what ships were building or being repaired at each of the Royal Dockyards. Its dated 28 January 1794 which means most of vessel would have been at the dockyards in 1793.
