Suggested Average Surrender Percentages

As I noted before, I total all surrenders, of a particular nationality, and taking account of the period, then take an average for each nationality. The data came from several sources, but mainly James, Clowes, and Roosevelt. The percentage represents the average crew casualties taken by said nationalities. It's not cut and dry that a ship will surrender when it reaches its limit. In each case, a decimal dice roll represents those intrepid vessels which held out beyond their nations' average. That gives an historically accurate chance to avoid striking one's colors.

Explanation
1st column represents the average historical surrender rate of the nationality.
2nd column represents the number needed to be thrown on decimal dice to allow the vessel to forego surrender for another turn. (Example- Belle Poule has a Hull Factor of 45. If she takes enough low damage points to match that figure, the controlling player will roll a pair of decimal dice. If he can score 56 or higher, Belle Poule will not surrender this game turn. Any hits in following turns will cause another surrender roll. In other words, Belle Poule will not strike her flag until the controlling player rolls less than 56, when forced to roll for surrender again.
